The last time the Russian President visited India in the previous decade, the international order looked entirely distinct. The brief visit, limited by the pandemic, focused on talks on economic and military ties between the two leaders.

Not long after, the large-scale military offensive of Ukraine would turn the Russian leader into a global pariah, significantly restricting his overseas engagements.

Furthermore, that period came before a significant shift in US-India relations, marked by inflammatory statements and the introduction of substantial import duties.

"Against this backdrop, the significance of Putin's journey to meet Modi cannot be overstated, serving as a signal of resilient relations and a rejection of outside coercion," analysts note.

A Pivotal Moment for Two Major Powers

The high-level meeting takes place at a delicate moment. The Kremlin leader arrives following dismissing latest diplomatic initiatives for Ukraine, confident due to claimed advances by Russian forces.

"From Moscow's perspective, the key significance of this engagement is its simple happening," commented a senior researcher based in Moscow. "It indicates a movement toward something resembling normal international relations."

From Delhi's standpoint, the risks are particularly elevated. The country navigates a challenging geopolitical climate, characterized by a semi-isolationist United States, a weakened Russia, and an increasingly powerful China.

The tightrope walk was highlighted just before the visit, when European ambassadors published a public commentary criticizing Russia's peace efforts. This prompted a sharp rebuke from Indian officials, who called it an unacceptable diplomatic practice.

The Enduring Challenge from the North

The India-Russia bond dates back to the Soviet period and remains firmly rooted, with Moscow historically being Delhi's primary defense supplier. This relationship was largely tolerated by the West before a recent shift.

Over time, Western nations overlooked India's substantial purchases of cheap energy from Russia. Yet, recently stalled diplomacy, accusations increased, leading to punitive tariffs and a significant downturn in US-India ties.

"Consequently, India has returned to its traditional posture of maintaining multiple options," noted a foreign policy expert. "It signals to the US that it has alternatives and is observing how the situation unfolds."

Apart from global diplomacy, India's fundamental concern with Russia is its strategic location. "China remains the greatest threat to India, and historically, India has depended on Russia as a continental balancer against China," the analyst added.

The strengthening partnership between Russia and China has caused concern in Delhi, leading to efforts to avoid an excessively close bond between its northern neighbor and its traditional ally.

This apprehension has also spurred India's drive to reduce its defense procurement, shrinking its reliance on Russian equipment from a dominant share to a reduced portion in the past few years.

"Delhi will try to find a middle ground: purchase enough Russian weaponry to keep the partnership alive, but avoid so dependent that a sudden cutoff would leave it vulnerable," the analyst remarked.

The Oil Question

Increased trade relations is expected to be a major topic. The Russian leader has publicly emphasized plans to take cooperation with India to a "higher plane", in spite of Western sanctions.

The issue of crude oil purchases remains central. While the Indian government has stated to continue buying Russian oil, new sanctions have dampened activity from the private sector. Simultaneously, India has agreed to increase imports of American oil and gas.

A Kremlin spokesperson acknowledged "hurdles" in economic cooperation but insisted it would continue uninterrupted. The official downplayed the impact of sanctions, claiming they would cause only "insignificant" and "temporary" disruptions and that Russia possesses the "means" to bypass such measures.

Diplomatic Constraints

When the two leaders sit down, the issue of Ukraine is likely to be addressed mainly through India's consistent appeal for a peaceful resolution.

"Yes, Prime Minister Modi has access to both sides, the nation lacks the necessary leverage to alter the course of the war," the analyst said. "Beyond encouraging talks, its capacity to make a difference is constrained."

Ultimately, despite the public displays of camaraderie between the two leaders, the relationship is at its core one of "pragmatic strategic interest," driven by national interest in a volatile world.
